    Can getting a cat nuttered not work?

     Our Cat is about 2 years old and he was fixed some time before he was a year old, I don't really remember exactly how old he was. Well we moved to a trailer park and there is an outdoor cat next door who just had kittens and at the time I had only seen one of them who looks a lot like the mother cat, well today I noticed another kitten who looks EXACTLY like my cat did when he was that little. My kitty Otis is a orange and white tabby barn cat but instead of stripes he has distinctive circles of white on him and so does this kitten. I'm starting to wonder if maybe the procedure to get him fixed didn't work because it was pretty cheap (only 35 bucks) There are a few possible ways Otis could get outside but I have never seen him do it and he is strictly an indoor cat unless we take him on a leash. Does anyone know if its possible for the procedure not to work?
